John O’Reilly

Chairman, NICC Board

 

Ray Bellis MIET

Ray Bellis is a Senior Researcher in Advanced Projects at Nominet, with a particular focus on internet standards and their use in telecommunications.  Ray is an active participant in several IETF Working Groups, and is an active contributor to NICC's TSG NNA and Location Working Groups.  Before joining Nominet in 2007 Ray had worked in the ISP industry for more than a decade, deploying and managing wide-area IP networks and related ISP services for business customers of all sizes.

 

Les Brunton Dip.M MCIM

Les began his career at Tektronix working within the traditional test and measurement market.  In 1987 he transferred to Sales as a Technical Sales Engineer where there followed several specialist roles within the Communications market relating to Spectrum Analysis, EMC, Metallic and Optical Cable Test, Protocol Analysis, Telecom Network Operation and Management and Broadcast Video. His last role was Manager of a Specialist team of Sales and Technical Support Engineers for the Converged Communications Industry. 

Les is a full member of The Chartered Institute of Marketing holding their Diploma. 

In 2000 he started a Telecommunications Consultancy and became a member of several Sector Industry Groups operated by the Telecommunications Industry Association (TIA) relating to Convergence as well as joining the NICC DSL Task Group. 

His current role is International Sales, Marketing and Support Manager for United Technologists Europe Ltd.  (UTEL)

 

Justin Fielder

Justin currently holds the position of Chief Planning and Technology Officer for Easynet, responsible for the strategic direction; product portfolio; marketing; professional service and engineering functions. Easynet Global Services is a global managed network, hosting and telepresence company providing global coverage for blue chip and large companies with physical assets in 10 countries and the second largest network in the UK.

Before this Justin was the Director of Research Development and Customer Technology at BSkyB for 2 years, responsible for driving and developing innovative technological solutions to delivery BSkyB’s content within the home as well as ensuring implementation of a coherent set of technology choices across the entire Technology function within BSkyB.

Before this Justin was Director of Sky Network Services responsible for the rollout of and operation of the network and Local Loop Unbundling assets that provide the infrastructure for Sky Broadband which since launch has become the UK’s fastest growing broadband service and covers >70% of the UK population with its “on-net” broadband service.

Justin joined BSkyB via its acquisition of Broadband Network provider Easynet, where he worked for 8 years providing strategy and direction across the range of Easynet’s service offering, pioneering LLU broadband Internet access and delivering the first Pan-European  MPLS networks service.

Prior to this Justin worked within the industry at GEC-Hirst Research building massively parallel processing computer systems, and before that he ran his own company specialising in design of graphics systems for TV Broadcast and single board computers.

Justin graduated with an upper class BEng in Electrical and Electronic Engineering from Brunel University.

Ian Lawrence

Ian has 23 years experience working in different aspects of telecommunications and currently works in Openreach, leading a team responsible for the formulation, development and delivery of Network Strategy. Primarily focused on developing the existing network and the evolution path for NGA Fibre Networks. He is also the BT Technology advisor for Digital Britain and represents Openreach at the NICC DSL Task Group.

Prior to this, Ian has held various positions which included the responsibility for driving forward the Deep Fibre Technology Strategy for BT’s 21st Century Network, as well as the development of new innovative solutions for enabling 100% Broadband coverage.   He has also led the development and testing work for new DSL technologies, driven BT’s position in International Standards and provided the direction and prioritisation of BT’s Access Research & Venturing Programme.

 

Justin Orde

Justin Orde is the Joint Managing Director of Spitfire Network Services Limited, a London based Communications Provider. He is on BT's 21st Century Network industry-liaison Steering Board. Justin has served in the UK telecommunications industry since leaving the Army.

 

Paul Rosbotham

Paul Rosbotham has worked in the telecoms industry for over 15 years, specialising in Technology Regulation, Numbering and Interconnect Strategy. He formed part of the team that pioneered number portability in the UK in the mid 1990s, and managed the pan-industry implementation of the year 2000 number changes that saw the introduction of the 020 area code for London. More recently, Paul has headed Cable&Wireless' negotiation with BT around commercial & technical arrangements for voice in an NGN era.

Paul heads NICC TSG, which agrees interconnect arrangements for UK NGNs, and also the Numbering, Naming and Addressing working group.  He holds a Master of Engineering and Master in Business Administration, and is a Chartered Engineer, Fellow of the Institution of Engineering & Technology.

 

Nick Sampson

Nick has been working in the telecommunications industry for over 14 years, and is currently responsible for wireless access and core network standardisation in Orange Group. Nick has been participating in various NICC working groups for over 10 years, including chairing the Mobile Number Portability working group and being a founding Director of the new NICC organisation (NICC Standards Ltd). He also participates in various international standardisation organisations, including 3GPP, ETSI, the GSM Association and the NGMN Alliance.

 

Ian Spiers

Ian has been in the communication industry for the last 50 years, working for GEC living though all the transformations that ended with Marconi. Ian was part of the original concept and design team for the change to the digital network. He is currently a Consultant for Fujitsu UK and specialises on Standards, Regulation and Interconnect. Ian is also the current Chairman of NICC A&R and is on the management team of ETSI TISPAN.
